Normally, if the processor and motherboard (both, same time) are replaced, it's considered as a new PC as per Microsoft licensing terms and in that case, you can contact Microsoft and request for license transfer, if you have a retail license.And, you need to purchase a new Windows license if you have OEM license and that holds the same if you are replacing the existing OEM motherboard with a third party motherboard.Except processor and motherboard, all other parts are not covered by this restriction. Here, the issue is with hard drive and hence, you can use the existing OEM product key for installing the same version and edition of Windows.
