It's somewhat more simple than that. Since this game is not a shooter, there are no headshots or other stuff like that. Special ammo simply has a set of multipliers to damage, enemy armour rating and gun condition damage. HP ammo increases damage but also multiplies enemy armor in term of calculating said damage.So to translate the math, it's good if the enemy has low DT rating (you can use Awareness perk to see the actual numeric values for enemies) and high hit points.For example if enemy has 5 DT, then normal shot from hunting rifle (base 52 damage) will do 52 damage.
Hollow Point triples DT and uses 1.75 multiplier on damage. So you would do (52×1.75)-(5×3) = 76 damage.But if said enemy would have 25 DT, then normal ammo does 27, HP does 16.Actual damage is WAY more complex than this formula, it has more than half a dozen variables, including gun condition and player skill. You can one-shot things, but only because you do so much damage they would die anyway. You can one-shot kill things by shooting at the feet.
(Heck, there will be enemies that are best to be killed by shooting them in the feet.)I have to add: there are separate values for each limb + torso + head, but you can cause a critical head wound by shooting a riot shotgun at point blank range, yet it may not kill the enemy, only cripple their head, which lowers their accuracy.But in combat the best damage is always either a sneak attack critical to the head (4× damage) or a sneak attack critical melee (in melee combat the whole body is one big hitbox). If your damage is greater than the base hit points, then you can one-shot somebody by shooting their pinky toe off. Old school damage mechanism. Ammo Boxes are essentially a source of cheap bulk ammo. If you'll notice, each one mentions that it's a particular kind of ammunition.
If you buy an Ammo Box, drop it on the ground, and then interact with it (Not sure if there's a smoother way to do this, but it's how I figured it out), you'll get a whole lot of ammunition. For reference, the box of Bulk Energy Cells sold by Chet in Goodsprings contains 100 cells. Unfortunately, being Bulk ammo, each one does 85% of normal damage. Good enough for cash-strapped Couriers, but far from ideal.Also, be sure to distinguish Ammo Boxes from Ammo Cases - the latter are weightless, and are used in crafting for the production of new and specialty ammo. Ammo boxes are exactly what they sound like: boxes of ammunition.

When you see ammo in the wasteland, it's never sitting around in the form of individual bullets; you always pick up little boxes or magazines that look like these:(sorry, Xbox 360 + digital camera + MS Paint; if there's a better way to get a screenshot, let me know)The same graphics are used for equivalent ammo types (e.g.38 Special /.357 Magnum), alternate versions of the same ammo, (i.e. Hollow point and armor piercing variants) and bulk/surplus versions of the same ammo.Some, but not all, ammo boxes contain bulk ammo. Look for the word 'bulk.' Here's what I got with my bulk energy cells: Gun CND × 0.85 / DAM × 0.85. In other words, bulk energy cells do only 85% of the damage of regular energy cells, but also only degrade your weapon 85% as quickly.To make things even more confusing, there's also surplus ammo.

For example, the 'effects' for surplus 5.56mm ammo compared to regular 5.56mm ammo are Gun CND × 3.00 / DAM × 1.15 So you get 115% damage output, but your weapon degrades at 300% of the usual speed. You get what you pay for.Note that I have not tested all bulk/surplus ammo types, and others may have different ratios for condition or damage or other effects.
The most efficient way to gain relatively large amounts of ammois to kill Raiders. Raiders usually carry 5.56mm rounds for assaultrifles,.32 caliber rounds for hunting rifles and.32 caliberpistols, shotgun shells, and 5mm-10mm rounds. Because they almostalways travel in groups, there's ammo a-plenty, and they'retypically much easier to kill than super mutants, especiallybehemoths. They can be found in abundance in the metro undergroundand in south-southwest DC (there are a lot near rivet city). If youdo plan to take on a behemoth, they carry ridiculous amounts oflarge-gun and some small gun ammo, but be sure to use a largeweapon; a missile launcher will do, a Fat Man is preferable.
